THE CONSTITUTION OF BANGLADESH PEOPLE'S DEMOCRATIC PARTY (BPDP)
The name of this party shall be “Bangladesh People's Democratic Party (BPDP)”
Aims and Objectives:
a. To work for the betterment of the people of Bangladesh;
b. To solidify the independence of the People’s Republic of Bangladesh and to uphold its sovereignty including the external and internal sovereignty;
c. To establish and protect the people's constitutional rights;
d. To ensure political, economic, social and cultural rights and welfare of all citizens;
e. To build a Secular, democratic society and state-system;
f. To expedite the process of industrialization and development of Bangladesh;
g. To establish and ensure the human rights of the people of Bangladesh.
The fundamental principles of the Bangladesh People's Democratic Party (BPDP) shall be Bangladeshi Nationalism, Democracy, and Secularism which means to ensure freedom of all religions in Bangladesh.
Bangladesh People's Democratic Party (BPDP) shall adopt appropriate measures to implement its Declaration and Program. The fundamental goals and commitments shall be:
a. To uphold the values of Liberation War and to ensure the sovereignty of Bangladesh;
b. To make Bangladesh free from terrorism, Militancy;
c. To recognize human dignity and humanistic values;
d. To secure the unity and solidarity of the people of Bangladesh;
e. To develop a mass-oriented, transparent and accountable system of efficient public administration and to ensure good governance;
f. To set up a strong government system in order to ensure people’s participation and empowerment at all administrative levels up to grass roots;
g. To ensure fundamental human rights irrespective of religion, caste, sex, community, ethnic identity and so on;
h. To establish the rule of law; to ensure separation of the judiciary from the executive and also to ensure “Check and Balance System” among the organs of the government;
i. To stop suppression against women; to protect woman’s rights as well as dignity;
j. To protect children’s rights; to ensure opportunity for improving their physical and mental development and to assure development of the young generation;
k. To ensure freedom of the press and mass-media and free flow of information;
l. To establish Bangladesh as a democratic State and to prevent all obstacles for the continuation of democracy;
m. To ensure all of the basic necessities of life including food, clothing, shelter, education and medical care for all people, and to ensure their right to work and to improve the standards of living;
n. To prevent economic backwardness; to eradicate poverty; to provide more employment; to meet the challenge of globalization; to overcome one-sided foreign dependency and to encourage productive investment in the private sector, thereby building the foundation of a strong industrialization system;
o. To secure the overall rural development; to reform the land and agricultural system on a massive scale to safeguard the rights of the farmers;
p. To ensure people’s food security by maintaining self-sufficiency in food and guaranteeing profitable prices for agricultural goods/products;
q. To protect national interest by the reasonable use of natural resources; to build up a long-term energy security network and to stimulate the infrastructural development in electrification, transport and information technology;
r. To prioritize human resource development, expansion as well as standardization of education to encourage the expansion of Science and Technology;
s. To stop the violation of Human Rights in Bangladesh and to establish human rights in Bangladesh;
t. To ensure availability, conservation and proper management of water resources and to encourage protection of the environment, creation of forest and social Tree plantation Project, conservation of bio-diversity and mitigation of the green house effect and climate change;
u. To permit the orphan persons who do not know the names of their father to use the name of Alhaj Md. Jalal Uddin Founder President of Bangladesh People's Democratic Party (BPDP) as their nominal father as per the permission of the Government;
v. To base the foreign policy of the country on the motto, ‘Working for the balanced world as well as to establish peace in the world.’ to assist and co-operate in all steps for establishing universal brotherhood and world peace. However, with unflinching devotion, honesty, discipline and firmness the party, shall commit itself to the establishment of a ‘Developed Bangladesh’ which is continuously dreamed by Founder President Alhaj Md. Jalal Uddin of Bangladesh People's Democratic Party (BPDP).
Flag and Logo
The flag of Bangladesh People's Democratic Party (BPDP) shall be green in color in one-third on the upward, red and white color are in the middle but with equal ratio and five stars will be attached in the white portion at the right side. The lower corner shall be blue color. The ratio of its size when measured in terms of upward, middle and lower side shall be equal. The Logo of The Bangladesh People's Democratic Party (BPDP) shall be “Palki” (in Bengali).
The Procedure of Formation
The organizational structure of Bangladesh People's Democratic Party (BPDP) shall be of the categories hereinafter following, namely:
a. The Bangladesh People's Democratic Party (BPDP) Central Committee;
b. The Bangladesh People's Democratic Party (BPDP) Executive Committee;
c. The Bangladesh People's Democratic Party (BPDP) Advisory Committee;
d. The Bangladesh People's Democratic Party (BPDP) National Committee.
The Bangladesh People's Democratic Party (BPDP) Subordinate Committees- such as The District Committee of Bangladesh People's Democratic Party (BPDP), Metropolitan Cities Committee of Bangladesh People's Democratic Party (BPDP) and the Bangladesh People's Democratic Party (BPDP) Branches approved by the Executive Committee of Bangladesh People's Democratic Party (BPDP).
With absolute faith in the aims and objectives of the Bangladesh People's Democratic Party (BPDP) every citizen, aged 18 or above the age limit can be the member of Bangladesh People's Democratic Party (BPDP) paying the triennial subscription amount of tk 500 (Five Hundred Taka); if-
a. He/she does not appear to be involved in any activities against the independence, sovereignty, state security, territorial integrity, national solidarity as well as state ideals, violent activities and public security of Bangladesh;
b. he/she is not a person who has surrendered his citizenship or whose citizenship has been nullified;
c. he/she is not a member of any other political party;
d. he/she does not believe in any discriminatory practice of religion, profession, caste and color;
e. he/she is not a member of any organization, acting against the policies and principles of the Bangladesh People's Democratic Party (BPDP).
The Bangladesh People's Democratic Party (BPDP) Central Committee
The Central committee of the Bangladesh People's Democratic Party (BPDP) will be consisted of 41 members including 5 Presidium Members. The Presidium Members will be nominated by the President in consultation with the Secretary General. Powers and Functions of the Central Committee
The Central Committee is the main Committee of Bangladesh People's Democratic Party (BPDP). All other committees are liable to the Central Committee of Bangladesh People's Democratic Party (BPDP) for their activities. However, all other committees will be bound to obey the decisions taken by the Central Committee of Bangladesh People's Democratic Party (BPDP). For any meeting, conference and activity expenditure will be within tk 10,000 (Ten Thousand Taka). The powers and functions of the members of the Central Committee are being given below:
a. President: The President is the Chief of the Bangladesh People's Democratic Party (BPDP). He will preside all meetings of the Central Committee and Executive Committee. The President will appoint the Presidium Members and other members of the Central Committee. The other members of the Central Committee will be liable to the President for their activities. The President can take any decision in consultation with the Secretary General on behalf of the party. The Vice-president is the honorary post. They will give advice to the President regarding all important matters. However, the Presidium members will advice the President to run the party smoothly and properly.
b. General Secretary: The General Secretary is the vital post after the President in the Bangladesh People's Democratic Party (BPDP). In absence or through consent of the President, the General Secretary can perform his duties on behalf of President. Bank operating will be effectuated with the signature of the General Secretary, Office Secretary and one Presidium Member, on that condition written permission of the President is required. The General Secretary will call the meeting of the Central Committee. The General Secretary can take any decision on behalf of the Bangladesh People's Democratic Party (BPDP) taking approval of the President. The General Secretary will sign all agreements or other documentations on behalf of the Bangladesh People's Democratic Party (BPDP). In absence of General Secretary, the Joint General Secretary may perform duties on behalf of General Secretary except Financial Matters and Signing Agreements and Documents for the Bangladesh People's Democratic Party (BPDP). All the agreements and documents will be canceled without signature of the President within 90 days. Only the President's signature will be validated on all agreements and documents.
c. Other Secretaries: Other Secretaries of the Central Committee of The Bangladesh People's Democratic Party (BPDP) will perform their duties as per their respective post mentioned in the title of their post. However, all secretaries will be liable to the President for their activities. President in consultation with the Secretary General can appoint any Secretary or Secretaries in case of vacancy of any post in the Central Committee.
Before National Election the members of the party will apply for nomination. The nomination paper has to be submitted to the President paying the fee tk 1,000 (One Thousand Taka). Candidates nominated by the President can participate the Election using Mark of the party. If the party wins the election, the President will select Ministers among the elected Parliament Members. On that situation an objection of any member will not be granted.
Who ever will be the head of the Government, all the Ministers and Parliament Members will be bound to help him in every step.
Bangladesh People's Democratic Party (BPDP)
The President of Bangladesh people's Democratic Party (BPDP) Alhaj Md. Jalal Uddin will be able to take any decision in any national crisis, bad condition or good condition being powered by the constitution. And any leader or member of the party will not go against the party. On that condition the President will be able to take any decision about any arraigns within the party and power of resection will be on President. Any request will not be allowed on that situation. He will be considered if he is proved guiltless in future. If our party elects as ruler of the country, any good decision will be taken according to the constitution. Auditing will be constituted for all Ministers and MP’s in every year, and has to arraign to Govt. Head and Party President. Any reasonable speech will get importance if only one says it. If the constitution of Bangladesh People’s Democratic Party needs to be changed ever, it can be changed with the permission of the President. According to the govt. rules and regulations the leaders and members can organize conference and moblize. The leaders and members can share their thought with the media. Our motto will be-
